CMAR in Virginia Webinar Proceedings

The Joint VA AWWA/VWEA Utility Management Committee held a webinar on October 21, 2015.  The webinar reviewed experiences from three (3) recent capital projects and discussed the pros, cons and challenges with the use of the construction management at risk delivery method.

Janelle Okorie
Janelle oversees engineering, construction, and information systems at Alexandria Renew Enterprises.  She began her work at AlexRenew in November 2012.  She previously worked at the San Antonio Water System, where she led the departments of conservation, water resources and water quality.  While at SAWS she oversaw the completion of their Aquifer Storage and Recovery (ASR) Project and initiated their groundwater desalination program.  She has an academic background in environmental science.  Her undergraduate degree is from Princeton University and she has a Master’s degree from Massachusetts Institute of Technology.

Katherine Linares 
Ms. Katherine Linares is a Project Manager for the Hampton Roads Sanitation District (HRSD). Ms. Linares joined HRSD in 2012 and has managed a number of large and complex treatment plant, pump station and pipeline replacement projects. Prior to joining HRSD, she worked as a consulting engineer for almost ten (10) years. Ms. Linares received her Undergraduate and Master’s Degrees from Virginia Tech and is a licensed Professional Engineer in the Commonwealth of Virginia.  

Samer Beidas
Samer Beidas has served as Director of Engineering & Planning  for the Prince William County Service Authority since May 2013. Mr. Beidas is responsible and accountable to the General Manager for executive management, leadership and performance of the Engineering & Planning Division to include: development plan review and inspection of infrastructure constructed by private developers, master planning, preparation of the capital improvements plan, and management of the design and construction of the capital program. Prior to joining the Authority, he was the Public Works Director for the Town of Purcellville and General Manager of the Department of Environmental Services for the City of Falls Church. Mr. Beidas received a BS in Civil Engineering with Construction Option in 1984 and MS in Civil Engineering from North Carolina State University in 1986. He is a registered Professional Engineer and Certified Construction Manager.
